Judging by the tweets and letters Team Eat Out has received this week, David Tamarkin is not the only one who misses In Fine Spirits, the wine bar that closed in March to make way for a more serious restaurant, Premise. Disgruntled Andersonville-agers might be keen to check out Premise's new "Neighborhood Menu," which includes a selection of small plates from chef Brian Runge, all priced under $15. The menu includes: Chilled octopus salad, cornmeal-crusted fried green tomatoes, foie-stuffed pretzels, eggplant caponata with piquillo peppers and raisins, beer nuts with togarashi, charcuterie and a compressed-watermelon-and-crumbled-feta salad. It's available in two places: the upstairs "Salon at Premise," where it replaces and expands the previously existing bar snacks, and the much-loved back patio, where it is the exclusive food offering. The dining room will be reserved for Runge's regular dinner menu
