THRIFTY TIPS l Belmont Army Surplus, which stocks sneaks by Nike, Puma and other fashionable brands, devotes about two-thirds of its second-floor shoe department to clearance kicks. l Get to know the employees at hip shops such as St. Alfred, Leaders 1354 and Encore.
